In fact, as early as 2013, in order to standardize E-Tendering and bidding activities and promote the healthy development of E-Tendering and bidding, the national development and Reform Commission, the Ministry of industry and information technology, the Ministry of supervision, the Ministry of housing and urban rural development, the Ministry of transport, the Ministry of Railways, the Ministry of water resources and the Ministry of Commerce jointly formulated the E-Tendering and bidding measures and relevant annexes. The annex clearly states:

In addition to the registration stipulated in these measures and technical specifications, no unit or individual may set preconditions such as registration, bid registration and so on in the bidding activities to restrict potential bidders from downloading the prequalification documents or bidding documents.

        Henan Provincial Department of Finance issued the notice on issues related to the optimization of the environment for government procurement and business operation, which clearly stated that: from August 1, 2019, in the bidding activities of government procurement of goods and services in the whole province, no bid security will be collected from suppliers. If goods, projects and services are not purchased by means of bidding, no bid security will be charged to the supplier. The purchaser and the procurement agency may require the supplier to replace the bid security in the form of a bid commitment letter. If it is required to provide a letter of commitment for bidding, it is necessary to make clear the commitments of suppliers and the compulsory measures for breach of commitments when preparing the bidding and procurement documents.
        Shandong Provincial Department of Finance issued the notice on cancellation of bid bond for government procurement and other related matters, which clearly stated that: from July 1, 2019, the provincial government procurement activities shall not collect bid bond from suppliers with good credit records. For the suppliers who meet the relevant provisions of Article 22 of the government procurement law of the people's Republic of China, but have general dishonesty, the purchaser and the procurement agency may collect the bid security as required.
